Description:Excerpt from Report on the Department of Public Charities of New York City: Reprinted From the Twenty-Fourth Annual Report of the State Charities Aid Association to the State Board of Charities; Adopted by the New York County Visiting Committee as Its Twenty-Fourth Annual Report; October 1st, 1896Association and of this Association, it was decided, however, not to attempt to secure any amendments to the bill. Much as both bodies regretted any abandonment, even temporarily, of the plan of removing the correctional institutions to Riker's and Hart's Islands, the conditions prevailing in the Tombs and also in the Penitentiary were so terrible and called so urgently for relief that it was felt that we should not be justified in imperiling the passage of the bill by offering amendments.
