President Carter sent Henze to Ethiopia in 1977 to talk to Mengistu Hail Mariam and warn him against establishing a Stalinist regime. He was sent again in 1978 to try to lay the basis for a constructive relationship between the U.S. and Ethiopia. Mengistu was determined to turn Ethiopia away from the free world and turn it into Soviet Satellite. The effort failed miserably and cost Ethiopia dearly. After leaving the Gov't at the end of 1980, Henze remained duly involved in Ethiopian affairs as a senior researcher at the Smithsonian Institution and RAND Corporation.
