He received a Bachelor of Physical Education Degree in 1991 and a Bachelor of Education Degree in 1993, he worked for New Brunswick's civil service before being elected to the Legislative Assembly of New Brunswick in 1998. Since being elected, with the stated aim of making the province self-sufficient by 2026, Graham initiated a number of transformational and sometimes controversial changes to provincial policy especially in the areas of health care, education and energy. Graham was born in Rexton, New Brunswick, Canada and raised in a political family, with his father Alan R. Graham being the longest serving member of the Legislative Assembly of New Brunswick. The family has ancestral homes in the communities of Kouchibouguac, Rexton and Main River with roots going back to the early 1800's.
